In addition to the tertiary sector there are also the primary and secondary education sectors that cater for students from overseas. Usually this group of students are here as the dependants of someone who has the right to work in New Zealand. However there is also an option for some international students to be accompanied by a parent who acts purely as a guardian and does not have work rights.
